
Becker’s Omar Franco Named 2025 Top Lobbyist of the Year by Hispanic Lobbyists Association
Washington, D.C. – September 29, 2025 – Becker is proud to announce that Omar Franco, Senior Director and head of the firm’s Federal Lobbying Practice in Washington, D.C., has been honored with the 2025 Top Lobbyist of the Year Award by the Hispanic Lobbyists Association (HLA).
Presented as part of HLA’s prestigious Avanza Awards, this recognition celebrates trailblazers who demonstrate leadership in advancing diversity and inclusion, while championing policy priorities that empower Latino communities socially, civically, and economically. Awardees are also recognized for their excellence and impact within their areas of expertise.

In addition to this year’s recognition, Mr. Franco was appointed in July to HLA’s Advisory Council to Strengthen Leadership and Advance Mission, which provides strategic guidance to ensure the organization’s continued growth and sustainability. A respected leader in the lobbying field, he represents a wide range of clients including Fortune 500 companies, small businesses, higher education institutions, trade associations, nonprofit organizations, and municipal governments.
Mr. Franco has consistently been recognized as one of the nation’s top lobbyists, named a “Top Lobbyist” by the National Institute of Lobbying & Ethics (NILE) in both 2024 and 2020, and featured annually as a “Hired Gun” on The Hill’s list of Top Lobbyists since 2018.
